Don't get your hopes upwards. It's probably down because VA runs a shit show.

They may be down and so no more than filings are put in and are automatically moving everyone over since refiles were a cluster and they were going to 10's if not 100's of thousands of apps in a few weeks time and we're similar oops.... Detect they took the data on the site down as well. Probably to avert more people reading the "need to refile to establish a new benefit year" message and trying to utilize.
